I don't think you are correct.
The reason was because they had NO CLUE how to fix this. Not a one. There was no "Plan B" or "Plan A" for when a well blew.
That's sort of like being an airline pilot and having no idea what to do if the cabin loses pressure or the engines fail.
But damn, they were 100% sure that the cap (which, might I add was the ONLY plan not ending in "...pump oil to surface ships") wouldn't work.
