Originally, his contention was that there were about a hundred questionably loyal people in government jobs. But after his original contention, he was smeared by the media and attacked by a liberal senator by the name of William Benton, who, among other things, falsely accused McCarthy of bribe-taking, accused him of being a homosexual (good thing liberals have always been so enlightened when it comes to alternative lifestyles), and strong-armed other senators into signing his complaints against McCarthy by alternately plying one with booze and threatening to expose another's alcoholism. It was only after a full-on assault by members of the media and the opposition party that McCarthy began to name names, and even then there was enough hypocrisy to go around. Such as the teary-eyed attack from Mr. Welch above, which was delivered, not after an horned and red-eyed McCarthy questioned Welch, but at the end of a two-hour questioning of one of McCarthy's assistants by Welch himself, in which he portrayed McCarthy's staff as homosexuals and demanded that they sic J. Edgar Hoover on everyone with questionable connections. So, when McCarthy pointed out the fact that one of Welch's own assistants had ties to an organization that had been considered a communist front, it was upon Welch's own request. McCarthy even said that he wouldn't have brought it up if not for Welch's demand that his (McCarthy's) assistant get every communist out of government by sundown. Obviously the act of a maniac. No doubt, McCarthy wasn't a nice guy. And worse, he was a worn down alcoholic by the time he made it to the television cameras. But, he wasn't investigating things the government really didn't have the right to investigate, like HUAC, and he wasn't throwing punches at shadows. There were communists in sensitive positions in government. Or are you saying that it's just fine and dandy to let people with connections to organizations diametrically opposed to the U.S. Government into sensitive positions with that government without question?
