Sure. Tie him to tree and sandblast off all of his skin--that way the mess isn't spread out; the roads stay safe (I'd imagine some screaming hillbilly being dragged screaming behind a car could be a distraction for other drivers); and the dog can watch/bark his approval.
So as a libertarian I am pretty firmly in favor of the non-aggression principle...but anyone who does this to a defenseless animal deserves to have his ass kicked, or to be tied up behind a truck and dragged for a few miles too (or both).
