I couldn't agree more, most of the scenes with Hulk running around and smashing tanks felt empty, and him yelling at thunder was just stupid. The only good Hulk scenes were where he was up against Abomination's character. The Bruce Banner scenes were well done.
But at the same time I can understand that they don't want Norton to take over The Avengers.

It's not that bad, it doesn't even qualify as "Castration", just a bad name. They're using drugs once every three months to decrease libido to a point where they won't be urged to repeat.
